binkw32.dll is missing

I get this message "the program cant start because binkw32.dll is missing from your computer. Try reinstalling the program to fix this problem" I've tried reinstalling. I've tried google. I've tried DLing the missing binkw32.dll (i may be putting it in the wrong place or something, where is it meant to go?) Do i need to register the .dll with windows or something. Im totally stumped. I just bought the game today. Anyone know how to fix this problem?

In my installation, that file is under : "C:\Program Files\Ubisoft\Tom Clancy's H.A.W.X".
