I can seem to figure out how. I wamt to get the achievement for downloading and rating 25, but I can't figure out how to rate them.

Hmm...achievement farming huh....
I dont like that, but here is how you would have to do it on a PC:
DL 25 maps, host them alone, vote to skip the map upon beginning, and save every one after the match has been discontinued. That should net you the achievement.
You rate the maps after they have been played out. You cannot simply quit and earn the acheivement.
If it does not, host the maps alone for the minimum time (5 min each on PC) and save them.
Either way, the achievement was meant to have you spend time in the multiplayer, which I highly recomend for anyone enjoying competetive MP FPS games. If you simply get online, search for matches, play them through, enjoy yourself and save the maps after every game then you will earn the achievement in the way it was intended.
