Actually, it is stated that it means that the agent is small, sharp, and discreet. Cell is just another name for a small unit deployed by the NSA.

U realize that when u have a splinter in your skin , it shall go very deep in it. Splinter cell's are litle, discreet and sharp ( like silent ace explained) and they're job is to infiltrate for critical data and leave the area of operations without a trace. Sam Fisher was the first Splinter Cell

omg,
splinter means it's broke off from the main body (US Government).
cell is a faction or group.
Therefore a splinter cell operates outside the normal rules of the government.
It even tells you this in the instruction book for sc1.

My definition was correct. I know it is for a fact. Its quoted from somewhere in splinter cell 1.
Edit: Here we go a quote...

There, a real definition quoted from Pc version of Sc1.

hope your not referring to me... Because the book is different from the game. An were on the game forums, therefore, my defintion was correct- as it was QUOTED from Splinter Cell 1...

Splinter - the reindeer (On donner, cupid, splinter, and rainbow, etc etc)
Cell - like a phone.
So Splinter Cell really means a reindeer who's using up all his cell phone minutes and probably roaming outside of his area too.
