Do you have to be "empty" to use them or do they do top-ups?.

As in I have used 4 trops or half my fuel will I be able to get a top up.

A milk cow is treated as a patrol finished at base. You will get filled to the top. However, you should use SH3 commander to set days spent at base at 1, or you'll leave the cow a month later..
