Long-Lasting Smoke Bomb Unlock Help?

Hi, I just bought Brotherhood today and finished the Smoke Screen challenge (3/3, mind you), but I still don't have the Long-Lasting Smoke Bomb unlocked. If anyone can provide some insight as to why this is, please do.
