Just wondering that since there have 5 previous
settlers games if there are any modding tools available anywhere.

Don't get me wrong - but did you try typing "Editor" in the Find icon at the top of the screen - there are several topics that you could read.

If you mean moddable in the sense that games like most FPS ones and some other types like Command& Conquer are, in the absence of the full range of tools the devs use (and I doubt if they'll release those), then the answer is no.
If you'll settle for an editor, just wait and it'll be along quite soon.
