Memory Block 5 Help

I have worked my way up to the last guy I need to assassinate I believe. However every time I get to him on his ship by the dock he runs and every guard in town blocks my way to him.

He either gets to the guard tower and manages to escape or I catch up with him at the guard tower and there are so many guys around that I can't even hit him and wind up dying before hand. Does anyone have any advice on how to stop/kill him before he manages to escape?

I actually cleared the battlements and around the tower before I went to his little speech... then when he retreated to the ship it was pretty much a clear walk to the ship. I leapt aboard, killed him and killed the guard then pretty much walked (discreetly) back to the bureau http://forums.ubi.com/images/smilies/16x16_smiley-very-happy.gif

Use the short blade, free run after him and take a swipe before he gets off the docks...
