This was a head smacking moment in my 2nd patrol in my IIA (tons of crashes and bugs making me start over) when I realized exactly how easy it is to decern what nations are friendly/neutral/enemy:
Look at the correstponding ports for that country. If they are green, blue, red, then the ships are that stance toward you!
I was motoring out to my patrol zone, england was green, norway was green, germany was blue.. then all of a sudden (on the 3rd, I think) England, South Africa, The Mediterranian all their ports turned red.
This means it's kinda-sorta representing BdU radioing you with updated political information. (Although it probably would have updated even if I was underwater, i.e. out of radio contact, when midnight of the 2nd rolled around).
