How about the players in each faction be assigned to various battles? The territories would be classed in terms of difficulty and the commanders that are doing the best in the war would be tasked with fighting in the toughest territories. Of course, no one would fight in the same one twice in a row. It would rotate according to the number of territories (i.e. if you can attack/defend 4 territories then on the fourth turn you will go back to the original territory you fought in).
I believe this will help everyone personally, and make for a friendlier environment, since no one could purposely choose the easiest maps to play in.
The downside to this is obviously, the lack of choice. However, if no one has a problem with pre-determined fights, then this could be a good way to combat waiting times.
Think of this as a standard first-person shooter game, where the maps rotate instead of giving you total choice (i.e. Call of Duty 4).

that actualy would ruin the point of the TOW. the whole point of the TOW mode is that you get to fight where you want. unfortunatly that very thinking is whats causing so many porblems. it is because you can choose where you want to go that is causing the high wait time. not really anything ubisoft has done.
