I've seen the message on the screen that says "only hide when your pursuer has not seen you." Is there a way to tell if they've seen you or not? Does the red icon in the upper left indicate a new contract on you, or does that indicate they've seen you?

The red icon in the upper left let's you know HOW many pursuers are looking for you.
When you see a Pursuer, the red icon/arrow will appear on the actual screen/radar and above their head letting you know who and what direction they are chasing you in.
The upper left just basically tells you how many people have you as their contract.

so there's nothing that tells you that a pursuer is nearby and has seen you?

You'll hear whispers from the NPC's, meening your persuer is getting closer. When the whispers get loud they are most definetly right behind you or very close by.

Really? That sucks. I'm playing at a disadvantage then as a deaf gamer. I just have to rely on my own perception or pure luck to know my pursuer is close.

Out of curiosity are you completely deaf or partially deaf? Just wondering if some decent headphones such as the turtle beach ones turned up to max would help?
I can kinda empathise, I've got terrible eyesight, various games have me stumbling 'cos the text is so hard to read for me, (not that i'm having too much problems with ACB) bottom line is i just have to deal with it. As do people who joint disorders like arthritis, neuromuscular disorders, learning difficulties, and loads of other problems that cause relatively minor problems in games. I wouldn;t want to lose an immersive in-game sound effect because some poor bugger is deaf, nor would i expect others to lose subtle visual nuances because my eyesight sucks!

I've never heard whispering in the game http://forums.ubi.com/groupee_common/emoticons/icon_frown.gif. It would definately help! My TV has a sound short, so the only way I can hear is by plugging computer speakers into the TV, then plugging headphones into those speakers, and wearing those headphones over the microphone headset, which leaves my right ear deaf essentially, since the microphone speaker is there.
I can't plug headphones right into the TV either, doesn't work for some reason, don't know why lol.
I'm guessing the whispers come in the right ear? =\ How quiet is it? I mean, isn't there constant noise from the crowd to begin with? How can you tell the whisper apart from normal chatter?

No, I'm not completely deaf. I wear a hearing aid that was at the time I got it one of the most powerful hearing aids on the market but even with those I have a hard time hearing people. I hear voices but most of the time I am unable to understand speech. I'm unable to hear dialog in TV, movies, or video games without captioning or subtitles. I'm also unable to hear on the phone so I use a video phone and communicate with people with people using sign language.
As for a nice pair of Turtle Beach headphones... I really don't know. I kinda doubt they would make much if any difference but I've not tried it. Perhaps that's something I could look into.
I do realize tho that deaf gamers aren't the only ones at a disadvantage. My post wasn't a complaint but rather an observation. I have a buddy on my XBL friends list who is legally blind that games and he's pretty good. I've only played Splinter Cell Conviction with him but he is one of my favorite people to play that with because we're pretty equally matched in skill with that game and we can often surprise each other rather than one of us winning all the time sometimes he wins and sometimes I do.
I'm just happy as long as the games have subtitles. Sure they don't often subtitle things like random comments by NPCs which can suck but as long as the main story and dialog that is important to the main story is subtitled I can deal. Not being able to hear whispers by NPCs in ACB multiplayer simply forces me to be more observant of my surroundings and makes me a better player.
