I need help at 20 percent completion going to fresh fish area the cemented house

I just finished the gold section and then I had to get my second batch of malarylia pills and got them. So the only mission available is i went pia no fire area and they want me to free people at the fresh fish area were there trapped in a cement house. my problem is kill all the gaurds and when i try to open the door but it wont open. how to i free the people. please help Im at a stand still 20 percent in the game.

Apparently, you haven't killed them all. If you shot them all, there may be a wounded one. Check them again. You can also leave the map ad come back. They will all be there again and you can make sure of them.
