Does this for exmaple mean if a unit has 400 resistance and is being shot my coming that does 40 damage to that units armour type will it take 10 shots?

I'm fairly sure that's generally the case, although there are some multipliers in there as well. For surprise, for instance, it's x3, but there's also got to be some multipliers for fighter-bombers, as there's no way it takes ten runs from a Typhoon to take out a Maus (Typhoon does 42 damage vs level 5 armour).
