Additional Throwing Knives available after Seq4 without Uplay reward

After Sequence 4 I was able to purchase a Knife Belt Upgrade from the Tailors. I figured this was part of the game. So I bought it.
I then completed Bleeding Out and got some more Uplay Points, at around Sequence 6. I purchased the Knife Belt upgrade award for 20 UP which claims that I can purchase a Knife Belt Upgrade from a tailors after sequence 4.
I went to the tailors and there is no upgrade to be purchased.
I'm assuming I have already purchased the upgrade after Sequence 4...my question is:

Why did I waste 20 UP on an award that is already part of the game? Ubisoft needs to sort this out because I could have purchased Altair's Costume instead.

I "purchased" the upgrade from uplay today. From the Tailors I was able to upgrade up to 15 then shortly after able to upgrade to 20, but until the Uplay "purchase" was applied. I dont know what the max is but 20 seems like it right now. Thats all that I have noticed so far.

There are 3 knife belt upgrades available (I suppose 2 are part of the game) so just continue doing missions to unlock other belt upgrades. The max is 25 knives, I can personally confirm that.

I unlocked the extra knife belt quite early in the game, and was then able to get a free knife belt upgrade from the tailor... (even before I got my first throwing knives)

At the end of the game, you should be rewarded 100UP and the total cost of rewards is 100UP (you can't spend them on games you haven't played and logged in the U-Play server.) The additional throwing knives adds an extra 5 Knives to what ever total you currently hold. The max in the game should be 20, the additional throwing knives should boost that total to 25.
