OK, here it is... I am pulling my hair out already! I recently had a few game crashes and glitches, so I decided that it was about time to start a new career with a fresh install of the game. There were a few mods I had been using, including TM, but I was at the point where TM is all I pretty much wanted to run, and the other mods were suspects in my random glitches.
I used windows to uninstall the game, and then did a fresh clean install and patch 1.4 After that I downloaded TM and started JSGME to get the mod loaded. Well all my old mods were listed in the JSGME program, so I went and deleted all the old mods, even out of my 'downloads' folder, and deleted JSGME. I downloaded a fresh JSGME and fresh TM. I followed the instructions in the step-by-step mod installation thread to a tee. Well all seemed OK but when I run JSGME in the ubisoft/silent... root folder, it never creates a MODS folder.
I tried doing the snapshot, and it says a snapshot is already available.... but I choose to make a new one. Still no MODS folder... I tried comparing game files and it says I have an error... The path cannot be found... something like that. I tried to create a new file, but it didn't work. I even tried to make a MODS folder of my own in the root directory and dragging the unzipped TM files into there... no luck. I have uninstalled the game again and tried a third time, no luck. Now that I have deleted all my old mods, they don't show up in the JSGME, but I can't seem to create a mods folder (with the proper JSGME files inside) that will allow me to install mods. I'm losing it, as we know once you do TM, you can't go back to vanilla! Please help, and FYI I am pretty bad at computers, but I know the basics.
Thanks

Here is what may have happened.
When you used Windows to uninstall SHIV, it only removed the actual SHIV files from C:\Program Files\Ubisoft\Silent Hunter Wolves of the Pacific, it did not remove the MODs folder or JSGME.
You may want to uninstall, with Windows or the uninstall function on the SHIV CD, either one, one more time and then check the folder to make sure it is empty.

Once you are sure the folder is empty, do a reinstall and patch to 1.4. Once that is done go through the JSGME install and see if you can then create a snapshot. Look in C:\Program Files\Ubisoft\Silent Hunter Wolves of the Pacific and then see if a MODS folder has been created. If it has, you are all set and should be able to install and enable your MODs.

Are you running XP or Vista?

I'll try that... I'm pretty sure the entire folder was deleted, but not sure.... obviously there were leftovers somewhere!
And I use Vista... grrrrr

Vista does some strange things to items in the Program Files Folder. You may want to consider creating a Games folder off your C drive and install SHIV there.

Hmmmm I love vista!!!! Lol
Well I'm still at work but when I get home today I think I'll try that. Thanks for your help, I'll let you know if I am successful! I tried playing a little last night just vanilla and it made me miss TM even more...

That did the trick... Removed the SHIV in my C drive and re-installed onto my D (second HDD) and all is working as advertised. Thanks again, I probably would not have thought to do that, I was wasting time franticly searching for a place where the 'leftover' files were hiding!

As you know there is a folder named program files, where you installed SH4. With Vista there is also a folder named program data. I'm guessing the information/files your looking for are in there. Vista seems to like to hide extra info in strange places.

If I'm not mistaken JSGME uses a 'JSGME.txt' file in the MODs folder for it's records. If you delete this it might be OK.

Deleting the MODs folder should have the desired effect. I'll chekc up on this..
