GRAW 2 Rankings

I'm sort of new to GRAW 2 and I'm wondering how rankings work.

I know you have a military rank (e.g. 7) that shows up in a game lobby. How do you go up/down? Is it mostly kill total or kill/death ratio or if your team wins (or is all this info private)?

I also just noticed that on ubi's site they have a ranking list unlike the 1-25 one that I see on xbox live. Instead, it goes up into the thousands. What factors affect this ranking (or is it pretty much the same as the 1-25 ranking, just in a different denomination)?
