Question about jba HQ part 2

Ok, I just got to the JBA HQ part 2 level and I have 2 questions about it.
1) so far, i can only find the area in which i visited in jba hq 1... on my map it shows im supposed to go underground, can someone help?
2) At the beginning, Williams says lambert has been kidnapped. So is this the mission where you get to choose wheater or not to kill lambert?

You start in the alley. Look for some stairs that go up to a door (extract point in JBA1).

Go through the door that is open and turn right and down some stairs. Your on your way now so have fun.<div class="ev_tpc_signature">
