Why is it running at such a low fps?

Hey guys, When I got this game about a year ago I was able to play it almost completely maxed out. A year later, I reinstall it and it's dipping down in the teens even on medium (FPS that is).I have all of the patches. My computer's defragged, no viruses, spyware etc. stock drivers (Gateway doesn't update, ever. If anyone knows of any good sites to get some better drivers, enlighten me please) and I'm not running any memory sapping programs while playing. I actually resorted to reformatting the comp ( I needed to anyway), thinking a clean start would help. Any advice would be greatly appreciated...

Mobile AMD Athlon(tm) 64

2.39 GHz, 1.00 GB of RAM
