Refresing page

My page will for some reason not load right and it tells me to refresh the page and when I do refresh the page and of the evidence I have that has completed the processing, will start again as in if I didn't ever turn it in in the first place. I have also noticed that my meter for reaching another level is decreasing!!!! What is happening, i am losing hours for processing and points to level up!
