Looking for the Third Key Card !

Hello to All !
A fresh Newbie (Thats Me) has arrived on the scene and need some help. I am at the regulator bldg. to close the three valves but can only find 2 Key Cards to open the first two doors. Is there another Key Card and if so where might I be able aquire this Elusive Item. Any and all help would be greatly appreciated http://forums.ubi.com/groupee_common/emoticons/icon_cool.gif

First keycard on desk as you enter the dark hallway with stairs going up.

If you take the stairs up, the second keycard is on the table in the upstairs room, guarded by two shield type mercs.

The room with the second keycard and the two shield mercs overlooks a big area with platforms, steps, and crates... all the way across this area is another room with glass windows and a table, the last keycard is there. There is an evil worker (orange jumpsuit) or two who come into that room if they hear you killing the mercs in the large area.
