throw a bunch of beggars around. i think after 25 it gives you the achievement.

I got really frustrated with this achievement, until I realised that perhaps I was coming back and throwing the same beggars around.
Then it occured to me to go to different places and different cities and throw different beggars, and I got the achievement. So it looks like it has to be 25 UNIQUE harrassers, not the same ones.
