I am most certain, that your problems result in your operating system and just maybe in your RAM. In your specs you didn't write, if you're using SD or DDRAM. I'm running a Radeon 9600 Pro with an AthlonXP3000+ and 1024 MB DDRAM. Under Windows XP I don't face any major problems (I hope, the minors will be adressed in patches) and I recommend strongly upgrading to XP. With XP Antispy and a good firewall you don't need to fear Billy Boy looking over your shoulder and sooner or later the game manufacturers will terminate every support for the old versions of Windows.

windows ME- Just shoot it. Twice.
My specs are pretty modern and it slows down mine too- man. It's quite playable, dont get me wrong, but it's a bear of a game. I have most items on HIGH or medium. Make sure your settings reflect the capabilities of your machine. It's not unusual for mine to temporarily drop to under 10 fps with smoke and fire in front of me. I also get freezes from time to time.

Have you gotten rid of all your old NVIDIA detonators?
Uusally with the installation of a Radeon card i always recommend that the person start a fresh OS install. This helps greatly in getting rid of any residual NVIDIA drivers/conflicts etc..
I also presume you were able to plug the 9600 into a spare molex connector ( for the extra power/juice it needs to run properly )?
Otherwise try the detonator destroyer ( google it ).
What version of the Catalyst were you using?
The 3.10's?
Also, typing in CAPS is not nice.

Try turning down your hardware acceleration down one notch in your advanced diplay settings. Im running a 9600 pro and I was having problems as well. This fixed em
