i just got two questions
1. Is it possible to kill ALL soldiers in the cities?
2. Where can i find a map of the cities, so i can find all the banners (Saracens, King Richards, etc.)?

Guards respawn, so it wont matter.
Im sure you can find them on some sites that posted the strategy guide up, though they are a bit inaccurate like most guides are
