Submarine won't surface?

Hello fellow submariners,

Perhaps i am missing something but i can't get my sub to surface. It keeps sinking and there's no flood issue, all systems are 100% except for a damaged hull. If i reverse, i can get it to reach about 7/8 meters and then thats it. Have i damaged the ship too much - currently 36% hull integrity. Any suggestions would be great as to how i can repair this issue (i have already tried clicking almost all the crew special abilities and nothing).

Have you tried using "Blow Ballasts"? It's emergency surface, it should get you up no matter what unless you're completely flooded.

to surface press "r" to emergency surface press "shift" and "r"
