It looks like you have to do a wallrun before getting to the curtain.
With curtains itself, there are only two possible things to do...
1. You go down the curtain and drop yourself down.
2. You go down the curtain and when you are almost down, press "jump" and you release the rope with a nice swing.
If both of these techniques do not help, it is a useless curtain...
