editing time compression near land

I know this is possible thanks to its mention in this {very helpful!} forum. However, I've been unable to find the actual instructions or which filename to manipulate to achieve this. The search function on the forum doesn't seem to allow me to get to it, although I'll bet someone has posted this before. I'd be grateful if someone can recap the instructions for editing this parameter. Thanks!

Go to your c:\documents and settings\username\programs\SH3 directory (this isn't the exact right path but you'll figure it out).

Edit the "main.cfg" file- under [Time Compression] set "NearLand = 1" to "NearLand = (whatever you want, I have mine at 256)"
