Anybody know if it is possible to make the above happen in all campaigns?

(finding it hard to communicate with my AI wingman, every time I give him the thumbs up he gives me the middle finger)

It's called Voice Activated Command. I have a m8 in another squad that the HH fly with often just flat out swears by this program, plus he says it is easy to implement.

Seriously, in the early parts of the war many japanese aircraft had the radios removed to reduce weight. This is simulated in some of the missions by not having AI comms. Short of manually editing the mission files before you fly them to uncheck the "radio silence" checkbox at each waypoint, there's not much you can do (unless there's a DGEN setting in conf.ini I'm unaware of?).
