Haven Campign - Town portal

I dont understand why my 3rd built hero in campign doesnt have either of the town portal spells, i bought her for defence and now she cant even do it because no teleporting.

I was wondering if anyone knows why. My ideas on why it might be include:

-You have to own the hero for so long before getting the spells
-Mages dont get the town portal spells
-Your 3rd hero doesnt get town portal spells
-Bug

It's a bug: When you get a new hero, he won't get the town portal spells until you build another town portal.
