Could this be a bug? Or is he cheating?

I frapsed this guy using a M99 reload hack. I confronted the team, germany ghosts, and they said it would be a game hack. I need a game producer/moderator to say that it isnt a hack, and so that some action happens. The player is -GG-Hurtz.

My verdict: It's a bug. It's not like you'd be able to turn a hack on or off at will.
