I make it to the two safes in the Shanghai mission but everytime I try to turn the dial it won't budge or do anything. Anybody have a solution or can I skip it?

before you press the button to do the minigame with the safe roll your mouse wheel foreward.

Yeah. You have to roll the mouse wheel forward just like you're increasing Sam's speed. And it doesn't matter when you do it; before you get to the safe or right when you're trying to turn the dials.
