Well I mean, the only legit thing I think they could complain about is trying to open a store with their town's name in it then being forced to change because of copyright laws...
If they could actually provide evidence that the town was founded way before Batman movies or the comic book character was created by couldn't they name their business "Batman's Dry Cleaning" ?

I guess it really should be no surprise that some joker wants to sue Batman.

The City was founded in the 1950's
Batman was created in 1939
The City business people have had problems expanding thier business's overseas because people think they are yanking thier chains with the name.

I think the mayor doesn't understand that the name of the town in the movie is Gotham City, not Batman. Otherwise, his arguments make no sense (specifically pertaining to the fact that he says there is only one town in the world named Batman).
