its one of 2 possible things...

first check the settings within the game to ensure they are set to allow voice chat in game, im not sure where the settings are off the top of my head but somewhere is an option which could well be off

second, its possible you have just been unlucky there is a flaw in online which means on occasion voice drops out, ive had this happen to me where i can hear the other players but they cannot hear me, the only solution is to restart and re join the game when the problem is solved.

You might also want to run the Xbox Live connection test thing from the 360 dashboard. Make sure it says your NAT is 'Open'. If not, set up port forwarding. Instructions for most routers can be found at www.portforward.com (http://www.portforward.com)

I've had luck with just UDP port 3074. MS documentation also says that you should also forward TCP port 3074 and UDP port 88 (can't hurt). Be careful if you still have an old Xbox that you still use to connect to Live - you'll have to disable these settings when you're using it or switch the IP address back and forth between the 360 and Xbox.

Note to people trying this: if you run the test and it says "NAT: Open" already, then you don't need to touch anything! If it says "NAT: moderate" or "NAT: strict" then absolutely give this a try. It can fix a number of different weird problems.
