Problems with console

There are several threads on this already, but they all seem to say the same thing and nothing helps.

I can't open the console at all in-game. I've only tried it with single player. Is this just a MP thing?

I've edited the .ini file to a new key, and still no luck. And yes, I made it read only too. Any ideas, maybe I'm missing something?

Also, anyone know of a site with a list of console commands?
