I find it a bit improbable that a new incarnation would be released within months of SH3 coming out, so...I wonder if 'SH4' is the working title for Destroyer Command 2 ?
Of course, it could be a Pacific sim, but that'd be too much like more of the same: SH3, but with a better TDC, an ice cream machine and a proper cabin for the captain...
No, I can feel it in my water; SH4 is the destroyer/escort add-on!

I would have thought the working title for DC2 would be, er.. DC2.
It would be nice if it delivered destroyers as well as subs, though, and the type of multiplay that SH2/DC promised but never delivered.

There is no certainty that SHIV will be WW2 based. It could be a fictionious modern war or even one based during the cold war

Hertston, you've got a point, but I think they are using the current publicity surrounding SH3 to pique people's interest in something new on the horizon.
If you're new to Silent Hunter, you won't know the history of the series, or that DC was ever connected to it. By calling it SH4, newcomers to this game will want to find out more, while 'DC2' might mean nothing to them.
That's my theory anyway, but then, you should see my AOB estimations!
