ok I havent been on this site a lot and there might be a reason for this but still... I've found really at least 8 maps that arent unique. why is it like this? one example: Istra, Arrabida, Pamlico, Kurzeme. they all look exactly the same (at least on their tac-maps or w/e its called on this sites ToW)

But they don't play the same. Varying elevations and cover drastically change the way the game plays. For example, in Pamlico, there is so much open space in the middle of the map that sending infantry scurrying around will just get them killed. And hiding some artillery behind a hill will conceal them from your foe.

Ubisoft was quite clever with these maps.

The airbases and capital cities are all unique. The remainder of the territories are variations on 5 or 6 layouts. This just helped the design team cut down on time spent balancing levels so they could spend more time on features.

If you think about it, each of these levels has been play tested to ensure that the uplinks are reasonably equidistant, that there are no overwhelming disadvantages for either side, etc. To do this on some 39 maps would take forever. So they focused on unique cities and airbases, and then designed some pretty awesome generic and balanced maps that they tweak into several version.

From what I can tell there are 25 uniqe locations. all the bases, and cities are unique but some of the battle fields are just variations on the same map. These would play differently depending on if you are defending/attacking and the gamemode. Just look at the locatiions part of the endwar homepage
