Setllers=wasted money (doesn't work)

every map i try, it's always the same. when i scout my enemy's territory all i see is :1 town center + 1 keep + 4 serv's doing nothing. I played one game like 3 hours i attacked my enemy and what did i see.... 4 serv's standing still
anyone plz help me, it would be such a waste cuz the game really looks good

Check the maps that you are playing.
The ones with the numbers next to them are for multiplayer games and are not scripted for single play.
