how can i drown someone i splinter cell:ct?

i'm one level from the last level, i forgot how the level called, and i'm in the poll (or whatever) and i'm trying to drown someone, and i can't? what i need to do?

The drowning move is only on the PS2/GCN versions of the game.

On the Lighthouse level you can hang off the side of the bridge near the bottom of the tower and wait until the guard comes back and you can pull him off the edge into the water. That is as close as you can get to drowning someone.
