Finished Patrol - How to Upgrade Sub/Weapons?

Hi all. Fantastic game/sim. Having a lot of fun.

However, after finishing my first patrol, I am having some trouble upgrading some things. I was able to hire new crew and award medals, but I cannot for the life of me figure out how to upgrade my sub and/or weapons/torps, even though I have the required Renown cost. Selecting the weapon or item on the left side displays a description and I can scroll down to the various other things, but I can't seem to actually UPGRADE the item. There is no OK button or PURCHASE button of any kind. Am I just blind deaf and dumb or can someone help me out here?

Blah Im sure I tried that, and that nothing happened when I did.

HOWEVER, I will try it again and report back.
