May i ask why i had to create a Ubisoft account to download streets through the XBOX LIVE DOWNLOADER??

And why did i have to create it on PC with my Xbox telling me i have to be over a certain age in my country?
I ALREADY HAVE THE GAME, What in the hell is a single bloody map going to do? push the Rating up higher??!?!?

would be interested as to know the answer to these Qs.
