You get it in the single player campaign. All you really have to do is go to an ammo box and just equip everything once, and pick up all the weapons in the game. That's all you have to man.

Whats an "Ammo box?"

You're best bet is to start the "Trainyards" level in single player. You start next to an ammo box (where you can change your kit and reload your ammo). Pick two gadgets, use them, go back to the box and pick up another two. Rinse and repeat.

For this achievement, you just need to go to Single Player story and use all the gadgets except the guns. This means frags, incinds, C4, breeching charges, smoke, and flash bangs. You don't need to use all the guns and their accessories.
