was wanted by Russia for organizing terror operations within Russia (including Nord Ost) and financing rebel activities in Chechnya, the UN linked him to Al Queda, for the past several years he's been living in Quatar, Russia has been trying to extradite him, but Quatar refused, well now they can extradite him in a box! yesterday his car blew up outside a mosque, killing him and his bodyguards, Russian security services of course deny any involvement but it comes a week after a Chechen bombing that killed 41 in a Moscow subway.

like Putin said "Russia doesn't conduct negotiations with terrorists- it destroys them."

I would be equally unsurprised if Russia had nothing to do with it. As I'm sure that Oleg is aware, there has been some fairly fierce internecine fighting among the Chechens - which is part of the reason why this one was in Qatar. Of course, let's not forget that many people in that part of the world use explosives against each other all of the time for a whole variety of reasons. Their interpersonal negotiating skills leave a great deal to be desired.

back in the 80's, supposedly a russian diplomat was kidnapped in Lebanon. The Russians showed up, found where the kidnappers were hiding, kidnapped one of the kidnappers, executed him and decapitated him, sending his head via couier to the kidnappers. They promptly released the captive or so I heard.

I once heard a similar story about a Russian being kidnapped. Except instead of decapitation they chopped up the body and sent the pieces with a note threatening to withdraw support for groups in the area.

thats...over the top, i think...
if the other kidnappers who saw the body parts were more sociopathic, as many terrorists r these days, i would not doubt for a second that they would have killed the diplomat and sent his body parts 2 the russian government. by the time an assault is organized and executed, the kidnappers would probably b either out of the country or dead. either way, the diplomat doesnt just magically come back 2 life. american tactics, which i think r more practical, use negotiators 2 soften up the kidnappers and draw them out in2 the open. if that doesnt work, then SWAT just blows right thru the place like a kansas tornado with flashbangs and CS gas. exchanging threats, in my opinion, will only anger and drive the kidnappers 2 a more violent level in todays society. although the above situation is a prime counterexample, that will probably only work with the more rational ones.

Yes Transient69, that story is quite true, and the Russian special forces that carried it out were the Spetsnaz.
Soviet special forces are known as Spetsnaz, and they were formed in 1974 by Yuri Andropov to carry out special missions. Whether these missions are legal or was not questioned.

Spetsnaz is an acronym from the Russian word Spetsialnoe Naznachenie which translates as Special Purpose. Spetnaz are run by the Soviet Intelligence Directorate or GRU Glavnoe Razvedyvatelnoe Upravlenie.

Spetsnaz soldiers function in much the same way as the British SAS or the United States Delta Force. They do however specialise in reconnaissance, sabotage and assassination. (deniable)

The 'Soviet Military Encyclopedia', defines Special Reconnaissance as,

Reconnaissance carried out to subvert the political, economic and military potential and morale of a probable or actual enemy. The primary missions of special reconnaissance are: acquiring intelligence on major economic and military installations and either destroying them or putting them out of action, organizing sabotage and acts of subversion; carrying out punitive operations against rebels; conducting propaganda; forming and training insurgent detachments, etc. Special reconnaissance is ... conducted by the forces of covert intelligence and special purpose troops.
