Changes to in-game Gamma Settings have no effect in windowed mode... ?

Can someone confirm this for me? When I change my Gamma settings while in Windowed mode nothing changes/happens.

While in full screen it does get brighter/darker.

Windowed mode is overall "darker" than full screens darkest setting.

Want to see if it's my graphics card or a game bug.
