Did you install over 1.22? This is a known bug. Look for the answer on how to fix this in some of the V-1 threads.

it'a in a thread called bug reporting by oleg but i can save you some if you have the same prob find bldconf.ini open it and insert this line in the [builder_plugins] area

(builder.PlMisRocket,sectFile=com/maddox/il2/objects/rockets.ini)
