If you talk to Grim in the original SC in the training mission (the double jump to the door at the very beginning after looking at the 4 red lights), she was actually part of 2nd Echelon. ECHELON is a relay system located in Fort Meade (home of the NSA). Basicly, it is like the massivest (if that's a real word, I doubt it) search engine ever. It records phone calls, internet access, email, almost all electronic communication. Then the NSA techs can filter the ether for keywords eg 'Osama bin Laden'. Naturally, all they'll get is 'What do you call Osama bin Laden, Saddam and the Ayatolla Khomenei...' jokes there, but you get the picture. Of course, though it doesn't exist.
