"Boat" - Rocket launchers and snipers in the sky?

For some reason on one area of the boat level, there are 3 rocket launcher enemies, a sniper, and 4 orange suited men in the sky above the water. They tore my jeep to shreds and killed me a few times before I realized they were there. They're so far out that I have to zoom for them to appear.

Why are these men floating? Anyone else have this?
