Graphics Problem

When i play with (i beleive its Special Effects) over low quality i get a screen that looks all tye dyed (unless im in a shadowy area and not moving at all)

And if i set ANYTHING else above LOW i get a blue screen.

Is this my Computer or the Demo?? (if its the demo will it be fixed in the real game?)

and whats your computer specs ?

Where would i find the minimum req. and my specs are
2.6 gig pentium 4
