It's because they already had the maps able to be ported so why make new ones?

Because the new maps are ports of the PC Desert Siege expansion, which is based on the premise that Eritreia rises up against Ethiopia, in 2009 (if my memory is decent, which it is not). For the record, it's Eritreans who are the "bad guys" and not Ethiopians.

Because RSE/Ubi works in "future situations" and as such, current conditions don't factor into the games/plots.

But, if I recall, it's still more of a "team weapon"-one guy has the launcher, a second guy carries spare rockets. I'd guess the launcher is indeed not that heavy, but those rockets can probably get heavy. Perhaps they never fire them because they don't have any reloads and are waiting for that prime target...?
