How can I add them? I have seen them only in a finnish fighter mission. Or is it about my graphic settings? I have changed them a lot after seeing the lights becouse i have an old computer (amd athlon 650, voodoo 5, 256 ram...)

The search light can be found under the Main Objects tab in the Full Mission Builder. Onec you have selected "Objects" scroll down to "Stationary Objects". The search light can be found near the bottom of the list.
The lights activate between 20:30-21:00 on summer maps, and eailer on winter maps.

I placed searchlights on a mission that I made and they didn't come on. The time on the game was 11:00 pm., but they were off. Why? Do they only turn on when enemy planes attack?

As I understand it, yes, only when enemy planes are in the area.

And the wink off IMMEDIATELY after the last enemy fighter either leaves the area or gets shot down. Kinda nice way to know you're through with that area! You can use them as an early warning system... if they're not on, it's all clear. If they're on, then something bad just entered the area (how big an area I don't know).

search lights hardly take FPS or broadband..

btw, there's a really good reason for why they shut down without the enemy reported or spotted close to them.
The lights in the sky make for navigational aides for the enemy, working as either landmarks to find targets with or serving as a marking for a target.
Friendly aircraft don't need them, as they can get directions.
Also, those lights are seriously blinding, and are a hazard in themselves. Not even to mention that AAA gunners tended to fire on any aircraft they were not specifically told not to fire on (and even then still did).
