Its a Shadownet weapon only. So, multiplayer only.

You can only use the tazer gun in multiplayer (or if you use sticky shooter in SP).
If you press the 'use-button' when a spy you put forth your tazer gun.

Mercenaries also has some kind of tazergun, you have to choose this one in 'equipment' in options or in a multiplayer lobby.

mercs get the taser as a default weapons if u didnt pick ur own equipment at the beginning of the match.

its default location is the X button, when clicking/holding down the left thumbstick. its the easiest weapon to find and use...enjoy
