frame rates again (sorry)

rite guys another question
i have set my game at low setting and when i play F15 missions im getting around 20 to 27fps sometimes drops lower.but i thought its about time i started to learn to fly the SU;s so i went onto training NAV, when you have to land in bad weather and notised the fps were only 11fps.
does anyone no how i can alter my graphics card settings to get quicker frame rates
my card is a radeon 9000 pro
windows xp home
pentium 4 cpu 2.80GHz
2.79GHz
515mb of ram

overcast and stormy weather really hit the fps. If you get LOMAN the low overcast mod really speeds things up, while the loss in IQ is very low, I don't notice it at all.
