He surely did mean:"Is there a way",however in many european languages...french for instance,it is a highly common occurrence to place the words as he did......(There is 3 official ways of asking a question in french).I know.I`m studying it at the moment.....And now I think I should go get a life!

There may be a //help style command which you can type into the console. Not sure if Crytek have released a list of console commands yet though.
It's usally something like:
behindview
chasecam
thirdperson
Or words to that effect.

in playercfg.lua file, u can see:
cl_display_hud = 1
cl_drunken_cam = 0
ThirdPersonView = 0
